The design of the building was not architecturally sound but as granted by an RAJAH office that wasn't authorized to issue such permits to begin with but he did it anyway in exchange of bribe; thus serving the interest of the building owner.The regulatory agencies such as Ministry of Labor and RAJAH, created to act in public interest, instead advance the commercial or special concerns of interest groups that dominate the industry or sector it is charged with regulating.
